Do lemon laws apply to the sale of used vehicles by a private party? I bought a used Volkswagon Jetta two weeks ago with a PA inspection sticker good until July 2002. I've owned the car exactly 11 days. When I went to look at the car in August (car sat for most of September in a garage) everything checked out ok. I looked up under at the exhaust, CV boots and general condition of the underside but did not think to look at the steering rack. Apart from the obvious worn tires, the owner informed me the car had just been inspected by his brother who owns his own business and it passed (tires narrowly passed) with flying colors. Then a noise started 3 days ago that I first suspected to be worn ball joints. The noise got progressively worse so I put the car up on the ramps and went under. I don't know how to visually inspect ball joints for wear, but while I was looking around I noticed a completely torn (2 pieces) driver's side steer rack boot. By the looks of it, it's been torn for quite some time. I'm kicking myself at this point for not taking the car to get checked out before I bought it. I'm taking the car to my indy mechanis Tuesday morning for a once over. But, would that torn boot have caused the car to fail inspection? I know I have no way to prove that it didn't happen since inspection. If anybody can give me any advice on this I'd appreciate it. Thanks.
