I beg to differ. It's up to individual states, not the Feds to set laws pertaining to their highways, even Interstates. Oregon, Washington and California all have similar "keep right" signs all over their Interstate highways. Except for the 55 mph speed limit which was rescinded in the 80s, I don't believe there are any federally mandated highway laws in existance.
