If you are scanning for computer use or OCR, you don't need that much resolution. Consider that 150dpi-300dpi is more than adequate for text, and scanning for the web should be no higher than 600dpi (and often much, much lower) to keep file sizes down. Scanning an 8.5x11 image at 1200dpi will result in a multi-hundred meg JPG - WAY too large for the web. Scanning anything at 2400dpi is simply unreasonable for anything other than serious art reproduction.
You should be able to get done what you want to for under $100, unless you want a film scanner or auto document feeder. I'm using a Canon 676U LED scanner, $80 from Fry's including Caere Omnipage OCR... works great. USB powered, does 1200x2400dpi optically. IMHO one of the best solutions for low-volume scanning.
