John,

Once again, ESI and EPI are totally different animals. I'm quoting the organization's own literature here, "The ESI is aimed primarily at decision-makers, publics and analysts who wish to compare nations' long-term environmental trajectories. It makes use of the best available current data to determine which nations are comparatively well situated to achieve lasting environmental sustainability and which are not. The EPI, in contrast, meets a differet need. It permits national comparisons on recent efforts to manage a narrow set of common policy objectives concerning air and water quality, climate change, and ecosystem protection." Page 6 of EPI2002 under sub-title "Our Approach."

It's completely erranous to use the ESI as a performance ranking indicator because it's never intended as such. If you look at the nations that do have high ESI rankings, you realize that the common denominator of all those nations is a decreasing population, and/or stagnant industrial base.

As for political motivations of either Yale, Columbia or the organization that published the rankings, I was being generous not to speculate in my previous post. Since you have brought it up, here's my take, Academicians' primary motivation for any study is future funding; the conclusion of any of those enviro-studies always have a forgone conclusion: "more study is needed." In this case, the organization is using ESI to raise money to study EPI. What will they find? Wealthy nations like the US and Germany are not spending enough percentage of their government money to THE CAUSE. It's a foregone conclusion. More tax money is needed. Some neo-socialist governments of Europe are rather fond of this new state religion tithe system because it constitute another excuse to collect more taxes.

As for Kim Samuel-Johnson, don't make me laugh. Is it just a co-incidence that Canada is so high on the ESI ranking and herself being the director of the study? Canada certainly has a "environmentally sustainable" system for the future, since the high taxation is driving Canadians south to seek better opportunities. Just look at the valuation of Canadian dollar over the past quarter century, if that's what a "environmentally responsible" government brings, thanks but no thanks. A lot of Canadians are voting the same with their feet. It's a great fortune for the english-speaking people of the world in the past couple centuries that there are several independent experiements in governance that the people can choose from. Now the politicians from the tried and failed systems are trying to impose the failed systems of high taxation and irresponsible social engineering on the succeeding ones through phony global organizations.
