Most telephone noise problems (ie "crackling" or "static") are caused by the current "arcing" across a loose connection or a broken wire that has a break so narrow that the 48V. D.C. can jump it .
If you have more than 1 phone make sure the static is on all phones . You say thatyour modem is disconnecting so I would assume the trouble is at least on it plus 1 phone .
Disconnect your phone and try it on a neighbours line . If static free take it home and connect it as close as you can get to your "protector" . This is the first connection where the wire enters the house (unless you are in an apartment) What you are doing is trying to prove whether the problem is in your house or before the house .
If there is no static at your protector the trouble is in your inside wiring . Follow the wire from the protector through the house and look for any of the square connection boxes . Take off the covers (either single screw old type or hinged plastic flip open later type) and check the 4 screws for tightness . Some times a telephone is connected at these places and when the spade tip ends of the cord (if you do not have "modular" plug in jacks) is connected the installer forgets to tighten the screw .
If you have modular jacks , check the female parts for green corrosion around the wire spring connrctors in the socket . Also check the screw connections where the inside wire connects to each jack , even if that jack is not used .
If your phone still has static when connected to the protector the trouble is in the drop wire , outside terminal , outside cable , or telephone central office so it is the Tel Co.s problem . Give them a call . They are really nice people .
