and if he/she won't step up, then make your decision:
1) suck it up
2) sue in small claims
3) retaliate
Calling the police wouldn't have helped at all. At the best, they'd say "boy, that sucks" and at worst, they'd shoot you (always a risk I say). Cops don't deal with property damage, especially in non-moving vehicles. Cops want to chase robbers, anything that takes them away from that dream is less and less likely to happen as you get further from that model.
You have a great chance in small claims court - its at least 50/50. People know when they've dinged other people's cars that bad, and small claims judges are good at telling liars apart.
Of course you'll then have to deal with your neighbor.
The best course of action may be to take some revenge (did I say that? That was a typo) and move (damn backspace key doesn't work, I meant treat all people with respect and caring, even though they vandalize your property)
