Some do, some don't

Case in point:
Last February I was parked outside a store in a large parking lot while I went in to buy two items. I was not in the store more than 10 minutes and when I came back to my 9-3, a woman approached me and asked if it that was my car. When I said it was, she said, "I thought you would want to know that the woman driving the van parked next to you clipped your front bumper as she backed out." Sure enough, we walked around to my front bumper and she showed me where the van had left a large scuff/scrape mark on the bumper. As I started a slow burn, she then said, "I copied down the license plate number for you. I hope this helps."
I told her I would immediately call my insurance agent and asked if she would mind leaving a contact number in case they wanted to talk with her about what she saw. She was gracious enough to do that also.
I called my insurance company, they traced the license plate and contacted the other driver's insurance company (Progressive). Progressive inspected my car the next day, checked the van of their insured and settled the claim the next day. I had the check 3 days after that and I have the new bumper skin on my 9-3 right now.
Some people do still care.
Mark
