California charges both registration fees and VLF (vehicle license fee), which is basically a property tax on cars.
The annual VLF is 2% of the value of your car, although there is currently a tax-relief law that temporarily reduces VLF to 0.65%. (On your registration notice, you may have noticed an item called "VLF Offset". That's the legislated reducation.)
DMV computes the value of your car based on your purchase price and a 10-year depreciation schedule.

I don't know how many other states have such a "car tax," but I really got a shock when I moved here from NJ. At least CA insurance is cheaper than NJ!
