The problem with enamel is that the gloss is all confined to a thin layer on the surface. You can buff it a little bit but once you're through the top layer you'll be into the dull underlayer and won't be able to bring any gloss back. If it's a catalyzed enamel (had hardener added before it was sprayed) this is much less of a problem, but it's still a problem. If the orange peel isn't too bad you might be able to save it, but if the depth from the highest bumbs to the lowest valleys is greater than the top "glossy" layer of paint, you're screwed.
Lacquer on the other hand can be sanded, the polished and buffed to bring a gloss back, at least until you go entirely through the paint.
