If the car has to spend lots of time on severely decaying roads, then it will constantly get hammered by potholes, frost heaves, badly filled construction trenches, bad pavement seams, etc. This can prematurely wear out ball joints, suspension bushings, shock absorbers, and engine mounts. If these are not maintained well, then the whole car will start to shake apart.
Road salt is evil, and lurks in both urban and rural environments.
If the car is not driven far enough on a regular basis to completely warm up, then the motor and exhaust system will not last as long as they should.
An older inner-city car from a warm climate where all the roads are smooth could easily be in better shape than a newer high-mileage highway car driven year-round over crappy roads.
