OK, first I have to give you the whole disclaimer thing about the fact that I am not your lawyer and you should speak with someone who is licensed to practice law in your jurisdiction. That said:

1. See a lawyer immediately. Do-it-yourself law is a bit like do-it-yourself dentistry. Sure it's cheaper, but do you really want to look at yourself in the mirror the next morning? You're better off working with someone who understands how to make the legal system work for you.

2. Your jurisdiction may have anti-stalking laws that could apply to this situation. If not, there may be anti-solicitation laws that you can use to your advantage. Some states even have identity-theft laws on the books that your in-laws may be violating. If all else fails, you can use trespass law.

3. If they have been confronted once by you and/or your wife, do not confront them yourselves again. Make contact with the crazies ONLY through your third-party representative.

4. Post a sign on your mailbox that states that you refuse any and all COD packages.

5. Talk to the postmaster at your post office again (and DON'T just talk to the window flunkie, insist on the postmaster - even if that means making an appointment and returning). Explain that there are repeated incidents of mail fraud being perpetrated in your name and that if he won't deal with it, you'll take it to the postal inspector's office. Get your lawyer involved here and have him/her run interference for you and help cut through the red tape.

6. Don't give up or give in to these people. The passive-aggressive behavior that they're exhibiting (and it's only barely passive) is not benign. These are potentially quite dangerous people and should be treated as such.
