A lot of dealers were letting their own customers off easy on the inspections (I was as guilty as anyone). The leasing agents were receiving cars with damage and excess wear. This caused two things. Either the cars would bring poor numbers at the auction or reconditioning costs on the car were excessive. The insurance companies that insure the leasing cos. as well as the leasing cos. themselves cracked down because they were losing their shirts. To make a long story short, the inspection process was standardized. By providing a closed environment for inspection, every vehicle received the same inspection; this allowed the leasing company to charge for wear and tear, and also created a consistant quality of the vehicles released for remarketing. With the introduction of the CPO program, this consistancy WAS key. Every vehicle needed to hit the off lease sale in either 75% of retail condition or, at least, disclosed properly. In order for the certified pre-owned program to work, the dealers needed to have confidence in the off-lease vehicles that they were purchasing. Under the old system, there was no control or consistancy in what vehicles were re-marketed.

The initial inspection (at the dealer is still the major inspection, however a secondary inspection will take place to keep everyone honest).

This isn't an intentional setback in customer service. It's a necessary evil that isn't fun for either party.
