If it's not near a local harbor, river or bay, the people operating the ship probably don't even speak the local language or know who to ask. When a ship gets close to its destination, a local pilot is brought on who knows the local area. Otherwise, they mostly look for things on the radar while the captain may very well be sleeping, eating, or attending to other business.
