I have a 92 C900 for commuting (2,000 highway miles a month) and a 97 9000 for weekends. There are not a lot of 9000's around and I don't think they inspired they fanatical loyalty that you see on the C900 (except for Aeros), so if you can spot a dealer maintained car with reasonable miles, I would do that. New 9000's were expensive and therefore were usually bought by professionals that let the dealers do the work, by now the user doesn't want to pay for more repairs on the aging car, so they trade up/in. Dealer maintained, the car should reliable as these owners pay to get it fixed. If you are not putting a lot of miles on it, maintenance and wear may not be as much of an issue.
The 9000 is a bigger, smoother, quieter, more solid car with a much better ride, and even the LPT is quick enough. I'm seeing 29 mpg average on highway trips. Plus you can run through the parts board to pick up wheels, wood dash kits and leather seats if you buy a base model, and LPTs can be upgraded to HPTs for more power. I would avoid a normally aspirated model, if you don't want a big difference in power between the two cars.
Try locating a few and really press the dealer for a good price, January and February can't be fun times for used car dealers, especially competing with all the factory discounts and finance deals on new models.
Used Passats are a good deal also, for pretty much the same reasons.
