my first choice for peace and quiet is Anguila. Only the crabs on the beach would mug you, since the locals are as friendly as pie. My niece is dating a local doctor, and she says it's heaven on earth. They might be married by now...
St. Lucia is OK, and one variety of the local grass can be inhaled while burning...
Barbados is way too expensive, Jamaica a place to die, and Trinidad can be a bit intimidating. But Tobago is a gem. Lovely golf course, clean hotels and beaches not harrassed by local tradesmen or sharks of the swimming kind.
Also consider Aruba or Bonaire. They are Dutch. My cousin has a holliday home on Aruba, and he loves it. Leaaves his home and car unlocked most of the time.
St. Martinique is French. Spotlessly clean. It is like living in France in the summer. The food, women and wine are typical french. So no complaints.
By the way, I am from that part of the woods, as you probably gather. I have selected for you the ones where foreign folks are greated as part of the family, and local officials view tourist safety as a personal thing that would ruin their reputation if it wasn't up to scratch.
