For a linear spring, increasing the weight in the rear will reduce the rear ride frequncy. This may be percieved as an improvement in ride. The actual suspension rate will not change unless there is a nonlinear spring element. If it is done too much the rear ride frequency may drop below that of the front, and that does not tend to feel good.
If you have a progressive rate spring (which I believe a Viggen does) the increase in mass will be partially offset by the increase in spring rate. In general the rear ride freq will still go down, but not to the same extent that it would with a linear spring.
Increasing the weight in the rear will reduce the suspension travel. You will be more likely to encounter the jounce bumper. This will be percieved as a ride degridation for large inputs.
Increasing the weight in the rear will also tend to reduce the understeer of the vehicle. This is far from the best way of doing that. If you are going to play with mass to reduce understeer you are better off reducing mass in the front, or shifting mass. Uually the latter is not possible but there are still much better ways of changing the understeer coef without increasing rear mass.
