Start with your landlord...does he have any family, perhaps, who you could speak to? Does he work? He could be under the care of social services, in which case your landlord might know. Could be a number of issues, but if he's this erratic, he is possibly a risk to himself, as well as people around him.

A case here in SE MI last fall - an elderly, mentally unstable man was acting increasingly bizzare and abusive towards neighbors & passersby. Nobody quite knew what to do about him. One night he was in some sort of state and blundered into a neighbor's house unannounced. The neighbor shot him dead. Tragic, and everyone involved was scrambling for someone to blame...I don't know the final disposition of the case, but certainly avoidable!

Good luck in getting this guy sorted out.
