The situation you describe is a variation of a general scam scheme, which has been operating out of Nigeria for several years. The original version of this scam involved faxes being sent from Lagos, Nigeria to various recipients in the U.S. The recipients were also asked to perform some sort of deposit/transfer type of transaction (I forget the details), and essentially used the same mechanism of having a person here in the States use their good credit with their bank to cash and/or deposit some type of monetary instrument, and then wire on a certain, smaller portion of the total amount to a bank in Lagos, Nigeria.
Hate to say it, but the assholes who perpetrate this stuff are obviously getting away with it. Otherwise, it would not still be up and running after several years. The bottom line is the question of how effective do you think the law enforcement authorities in Nigeria are going to be in apprehending such a person? For something like this to be perpetrated for so many years probably means that whichever authorities would be responsible for pursuing this type of crime have been bought off, anyway. There is no such thing as justice in a third-minus world country like Nigeria - whoever can get away with whatever is the backbone of the legal system. The best retort in this type of situation would be to hang onto the funds for several weeks (after deposting the check) to either smoke the bastards out (who knows, they may feel as though you have commited fraud on them, and complain to someone - doubtful), or you may in fact hold onto the funds for safekeeping until Mr. Lagos gives you more explicit instructions on how to proceed with the export of his newly purchased car.
