An attorney who knows the court and the DA and/or the cops can often get you a plea to a reduced offense - speeding down to a disobeyed sign, etc. with a consequential reduction of points and insurance hit. The National Motorista Ass'n has a list of local attorneys, but it is restricted to members. Others advertise, but that's a pig in a poke. Ask locally - a local lawyer will know who does those cases.
Technically the falsified speed is perjury, and in NY they no longer do this for that reason. It will blow the ticket out here. The cop DID do you a favor- 31 over the limit is a very big ticket, may cost a lot of $ and the INS co. point system has grades for speed levels. Worth paying a lawyer to negotiate it down if possible - the judges will know the cop, and if you go to trial in that small town, they'll know the cop was being a good guy and will nail you.
