I don't know that the Encore was a Buick "decision" per se. Following the closure of Saturn, Buick became the Opel brand for North America e.g., Opel Insignia was sold as Buick Regal, Opel Mokka as Buick Encore, Opel Cascada as Buick Cascada.
The Encore didn't start out as a hot seller for Buick in the U.S. In its first couple of years, the Enclave and LaCrosse each outsold it but Encore sales have since taken off. Some of it is simply due to the overall increasing popularity of crossovers and decline in sedans.
