The "FWD Fuse" can NOT be used to tow an automatic Subaru. It can ONLY be used while one tire is of a different diameter than the others (i.e. the emergency donut spare). The fuse keeps the Duty Solenoid C energized, which, while the car is running, keeps only the front wheels powered and prevents the clutch packs from engaging and binding.
Flatbed is the only method I would ever use to tow my Subie. But, Subaru recently released a bulletin that allows certain cars (don't want to give misinformation, so I won't try to remember which ones) to be towed with all 4 wheels on the ground for a short distance at low speeds.
But to answer the original question, I agree - sounds like the center diff binding.
