Jetta oil leak and milky oil

I just went to change the oil on my wife's '97 Jetta (125K) and found some very milky oil on the oil cap and dipstick. It's been leaking oil for a little oil now, but I didn't think it was anything too serious. I guess I was wrong. Sounds like a head gasket failure too me, but could it be something else? Does anyone have any experience with this problem in a VW? Any idea on cost to fix?
