Power as a measure of internal swept capacity is a meaningless statistic unless you're dealing with a race series that limits capacity.
What matters when you're talking about 'efficiency'?
a) HP/liter per unit of fuel consumed (brake specific fuel consumption or BSFC) at part-throttle cruise.
b) Area under the torque curve and useful rev range.
c) Engine size and weight.
d) Engine manufacturing cost and durability.
By these measures, the Chrysler "hemi" (it's got nothing resembling a hemispherical combustion chamber, but...) and - even more so - the Chevy LS1/LS2/LS6 family of pushrod V8s do spectacularly well.
They're compact (pushrod heads are far smaller than DOHC heads) and reasonably lightweight (particularly the all-aluminum GM motors), cheap to build, very fuel-efficient at part-throttle, and with modern lightweight low-friction internals they've all got a useful rev range equal to or greater than most BMWs and Saabs etc.
Oh, and as for "modern" - four-valve DOHC heads first appeared in the 1914 Grand Prix Peugeots, and were common in high-end production cars in the '20s and '30s - that is, earlier than or contemporary with pushrod-and-rocker overhead valve designs. There's nothing "modern" about DOHC. Variable cam lift and timing (VTEC, VVT-i, VANOS, Variocam, etc.) sure, but not the basic DOHC layout.
