High NOx is almost always due to high engine or combustion temperature.
High engine temp could be a clogged radiator, bad thermostat or that the cooling fan switch don't turn on the fan early enough.
High combustion temps could be a lean fuel mixture due to bad air mass meter or a vacuum leak somewhere.
It's easier for us to suggest a cause and repair if you list all gas readings.
Do they test all 5 gases in New Jersey?
