It's possible that an unkempt cooling system could lead to a head gasket failure, but a screwed up radiator will NOT lead to oil in the coolant. The only two things I can immediately think of that would cause this and NOT be a headgasket would be if there is a water-to-oil cooler somewhere in the car that is leaking, or similarly a water-to-ATF cooler and what's in the expansion tank isn't oil, but ATF... That happens on many cars, as the transmission often shares space with the main radiator.
Be cautious about being sneaky - if the dealer is saying it's not a bad head gasket now, they aren't gonna say it's a bad one tomorrow. It may not be diagnosably bad until well after the 60-day mark. Unfortunately, a slowly leaking headgasket can probably linger on for quite some time, especially on a wheeze-induction vehicle. All that is null and void unless this tech is doing you a massive favor and giving you a free headgasket replacement via a misdiagnosis.
$3500 seems like a good deal for a 10 year old 4Runner...
