Its been a long time...I had an ebrake issue on an 89 Jetta (same car), but it was getting on in years and just parked it in gear. I used to have a 97 Jetta Trek and didn't seem much different in design to the 89. Did you check the ebrake wire for a snag? Those VW Jettas prior to 1999 are pretty darn basic cars -- very easy to work on. The ebrake is a basic wire system - nothing fancy.
