If your commute is 32 miles roundtrip there's no way you'd save any money by 'upgrading' to a car that got better mileage. Your commute mileage is 160 mi/week or 8000 miles/yr if you work 50 weeks/year.
With your Saab getting 30 mpg, you burn 267 gallons every year commuting; you'd burn 200 gallons commuting in a SmartCar getting 40 mpg. So, you'd 'save' exactly 67 gallons/year, or $300 at 4.50/gallon.
Your life is worth more than 300 bucks so which car do you think would do better in a crash, your Saab or a SmartCar? And then there's the depreciation of a new car once you take it off the lot -- that'll smoke six years minimum of any fuel 'savings' from a higher mpg car.
Keep your 2004 Saab.
