Throw this post on the 900 board and you'll get responses from people like me, who own '92 S convertibles that use the same PS systems.
If it's stiff part of the time, either the part called the "countershaft U-joint" is siezing up (that's the universal joint that connects the steering column shaft to the input shaft on the power steering rack) or the rack itself has an internal failure.
If it was really low on fluid, refill the reservoir, then turn the steering from one lock to the other and then go back to center a few times to work all the bubbles out, rechecking the fluid level as you go.
Be sure you use clean fluid of the right specification; I pick up CHF from a certain site sponsor since that was the fluid originally specified for and filled in the car when it was new. Part of my biennial maintenance (odd years) is removing as much of the brake fluid and PS fluid as I can with a turkey baster, then replacing that fluid with new material. I hope this will keep my car happy.
