Sure, there are things with greater mass. But reducing rotational mass does NOT INCREASE HP. Think of the the old blacksmith sharpening wheel. Big heavy thing, tough to accelerate but easy to keep turning. This is the trade off with flywheels and crank pulleys. The valve train is different. The engine must compress the spring and propell the valve train over and over. The valve train comes to rest between each excursion. This is in contrast to the things that are put into rotation and kept in rotation.
Think about the force to compress a single 300 lb/inch spring 1/2 inch How much time you have varies with RPM. To put it in prospective the valve springs in some engines have higher spring rates than the suspension springs!!
