A performance DP coupled to a stock exhaust would not be an ideal first mod. Without increasing the boost, that would have little benefit, but is a good foundation for increase power. But overall, the greatest restriction of concern would probably be the stock intercooler.
For a 1994 thru 1999 (excluding Viggen), a MBC+A is the best bang for the buck , but does require a lower restriction exhaust system. The key word is low restriction. As for lowering restrictions, the turbo compressor discharge silencer should be removed, and the throttle body transition casting (TBTC) must be reworked (both DIY). A 3" air box duct mod is a very good DIY mod, use with a K&N 33-2663 that you can get now. Search for these here or on the NG900... BB. A modified ECU will also perform well, but eats up most of the stated budget.
A MBC+A will also make boost come on faster that a modified ECU can do. So you get on boost faster/sooner. In street conditions, delayed boost often means that you cannot use the boost once it comes on. "Power delayed is power denied."

As for suspension mods, the rear swaybars are inexpensive, VERY effective, and easy to install.
I would recommend the Viggen IC install, MBC+A, and a Sports Exhaust system, with the rear sway bar to get started within your budget, then decide after that about DP and rack clamp/brace. Suspension work and IC might be something that you want to defer for warmer weather.
With any such work, you need to use the best octane pump gas available, good oil and filters, the right plugs/gaps/condition and keep the injectors clean.
