The NA manifold is designed with longer runners and to deliver more lower rpm torque. The turbo manifold has short runners and is designed to deliver HP at higher rpms. As a general rule, larger plenum, short-runner manifold designs are usually more effective for making high-rpm power. It has a lot to do with the fluid column and pressure wave relative to the valve timing, but we probably need a fluid engineer to chime in here.
The 9000 that we used the NA manifold on had huge torque numbers. We probably could have increased the HP but sacrificed torque if we had used the stock turbo manifold. So, the answers is it depends on what you want. The bottom line is: anything that will induce more fuel and air into the cylinders will help the engine create more power.
