Need suggestions on maintaining peak boost!?!

After researching performance upgrades for my '03 9-5 Aero, I found that they are few and far between. And, the only thing I found out for sure is that upgrades for our Saab's aren't cheap...
Which made me ponder... Why do I need the upgrades in the first place. My Aero is already fast!(not the fastest, but usually plenty fast enough) So I asked myself... What about it doesn't SEEM fast. Well, the only 2 things that came to mind were obvious. 1) When the car isnt on boost. OR 2) When only on partial boost(half-throttle)...
So my question to everyone is this...
If my car is fast enough on PEAK boost, how do I maintain maximum boost?
Since the ECU is affected by environmental conditions, what would help trick the ECU into running peak boost? Is there any products that would help this?
I will add more questions later...
