Boost fluctuations

'Ello I have a 1987 Saab 9000 Turbo with 185k on it and it has a K&N filter,G9 Stage 1 APC,custom 2 3/4" exhaust with the middle resonator removed and a 3bar FPR and when I really jump on it in 1st or 2nd it'll hit fuel cut(the whole windshield syndrome). How does one raise fuel cut above my Stage 1's max boost so this doesn't happen anymore? Secondly when I get on it in 3rd,4th and 5th when it won't cut fuel it'll run up into half red, back down to 7/8 yellow and then just ride the line between red and yellow. Additionally if I have enough road to hold my foot down(even in its slightly wonky state it is a VERY fast car and i'll be at 100 before i know it!)it'll eventually slowly creep up to 1/4 red.
Now one more thing is then when I floor i'll feel this initial surge power and then i'll sort of feel it quickly taper off when it falls back to 7/8th yellow. Is this a fueling issue? I have a 3bar FPR and stock injectors. I used to have a rising rate 3bar but thats been out for repairs for some time(must get back in touch with G9 as they've been awhile..)and I don't remember this happening though when I had the RRFPR it was having so many other problems that I was more focused on them then on total boost. Any idea why it'd be doing this?
One final thing, when the day comes that the turbo goes what should I replace it with? I eventually want to make somewhere around 280-340hp and I was wondering what snail would be best for it.
Thanks kindly
-Mike
