How does Oil get in my Air FIlter???

1991 c900TSE.
Looking for reasons that I've only got basic boost. Found hose to vacuum advance broken and replaced. Found check valve in backwards coming out of valve cover. Fixed.
OK. It is running much better especially the low end now that I have TDC retard working. But still only basic boost.
I've got more things to test, but when I cleaned my air filter it had oil in it. Not alot, but it shouldn't be there at all right? I pulled vacuum hose from air supply that goes from air filter to turbo and it dripped a drop of oil.
Theories?
