My SPG is stuck at 10psi...

Hey guys, I've done pretty much everything to ramp up the boost levels on my 88 SPG, but to no success. When I purchased the car, it made around 10psi of boost, but would waiver around and not stay solid. Now, I've upgraded sooo much and it still makes around 10psi but stays rock solid. Here is what I've done:
- new silicone hoses everywhere
- AID
- new MSD coil, wires, and bosch sparkplugs (could I not have correct gap, they are bosch platinums with slighty colder spark?)
- new Forge Diverter
- upgraded APC
- talon IC
- Jak's stage 1 injectors and chipset
- 3inch turbo back exhaust

What the heck can I be overlooking? This is getting to be quite expensive and extremely frustrating!!!! I just want to make around 15-18psi...which i think is extremely reasonable for what i've done.
