Not quite, a T5 can dump to atmosphere, but only with a BOV valve. A BPV stays open at idle and throttle overrun and that will have the engine taking in unfiltered air thru the BPV. So a BPV cannot be dumped to atmosphere, a BOV can. A BOV does not stay open at idle. So a BOV must be designed to be closed at idle which requires that the boost pressure be used to help open the valve as the vacuum of idle is not going to open the valve.
