hmmmm, based on those diagrams, you can't do either. At least not if you have a pre-GM Saab, not sure about the later systems.
The line from the turbo compressor housing goes to the APC solenoid above the radiator. The solenoid allows pressure to bypass the wastgate until the APC module signals the solenoid switch and the pressure then opens the wastegate.
You still have two choices, neither of which is advisable if you are not adequately upping the fuel a bit, or only adding minimal boost increase. Basically the MBC is used to fool the APC into thinking that the pressure is less than it actually is. If you put it in the line from the compressor to the solenoid it will hold back the pressure the APC uses to open the solenoid until the spring within the MBC compresses and lets the pressure pass. This keeps the solenoid closed longer and thus the wastegate stays shut longer. If you put it in the line from the solenoid to the wastegate, the APC will receive the pressure it needs to open the solenoid but the wastgate will not open until the spring in the MBC compresses and lets pressure pass.
If you are sure you want to go this route as opposed to shortening the wastgate actuator arm, tweaking the APC box, or putting a restrictor in the compressor/APC solenoid line, I would put it in the compressor/solenoid line. That way the APC still has control of the fuel. The other way, the APC believes the wastegate is open because it has opened the solenoid. If the wastgate opens later than the APC thinks, you could get a lean condition.
