This chassis has a semi live axle. None of the dynamic loads go through the shocks except road bumps etc. The shocks are rubber bushed top and bottom. the top of the shock cannot transmit lateral forces that could defect the shock tower. The axle springs bear on the chassis elsewhere and in quite a stiff and solid area. The axle attaches to the chassis with two rubber bushings. These and the springs can impose loads on the chassis. If the springs and sway bars front and back want to have the same body roll, there will be no twisting loads on the chassis. If the rear has a stiff sway bar, the rear will be holding the chassis flat and the front will be twisting the chassis. On a smooth road, the shock piston loads are close to zero when in a steady curve.
A single bar across the shock tops would appear to do nothing at all, given that the rubber buffers isolate these from the body. A structure with triangular stiffening features would be needed to keep that area from deflecting relative to itself. That would not reduce chassis twist elsewhere. It would also not connect to the tops of the shocks at all. The described product would seem to be all for show.
