Rescue Kit torque specs -

A budy of mine has a 2001 Viggen and we (really me) put the rescue kit on.
Well, the rack was miving a little (as seen by the paint wear on the inside edge of the brace).
So I took the bolt out, more locktite and did the 19mm at 40 four pounds and the 13mm top was tight.
I just guessed at the torque - what are you folks doing?
