Well, I've seen (and driven) a number of examples of the opposite, so I beg to differ...

As for the difference between whp and hp, it's all a question of how you measure/assume drivetrain loss. All the numbers I've mentioned were measured during 3 second static pulls on a Rototest VPA, assuming a moderate 10% drivetrain loss.

A couple of examples:

http://www.maptun.com/cars.php?id=33 Dynoed 510 hp (engine) on a GT3071R-WG (0,86 A/R turbine housing). Ran a 12,10 w/ 122 mph trap speed this summer.

http://www.maptun.com/cars.php?id=157 Dynoed 474 hp (engine) on an identical turbo.

http://www.maptun.com/cars.php?id=54 Not dynoed, but ran a 12,12 w/ 117 mph trap speed this summer, so should be around the 450 hp mark (engine). Runs the GT3071R-WG (0,64 A/R turbine) on stock manifold.

http://www.teamsfr.com/medlemmar/sfr_MrX/index.htm Seemingly bone stock 2004 9-5 Aero, dynoed 470 hp on pump gas and 490 hp on VP CSA racing fuel. More or less identical h/w as the 2006 9-5 Aero above.

All these cars, except for the one with the smaller turbine housing, use tubular exhaust manifolds and all other necessary "auxillaries" needed to pump out this kind of power. Very small h/w mods can make a world of difference at these levels.

As for laggish? Well, I'm not sure I agree. They all reach at least 15 PSI around 3.000 rpm and are more or less on full boost around 3.500 rpm (should be dyno charts available on the website I linked to). They're extremely driveable around town. Personally, I don't think they're that much more laggish than my 340 hp 2006 9-5 BioPower is: http://www.maptun.com/cars.php?id=173
