Wastegate will not move - normal?

Hello, I am having trouble adjusting my base boost. I attached a mini-vac pump directly up to the wastegate vacuum line and had it as high as my pump would go - 50 something on the guage, I can't tell if that is psi or not. The wastegate rod did not move at all. Shouldn't this move, one way or the other, when I pump vacuum to it? The wastegate looks to be original on my 92 900 SE. Thanks in advance! Gary
