I don't think that you'll find anyone has done it - the T25 uses an entirely different flange from a T3, so putting one on a c900 is not a bolt-on affair. You'll need some sort of adapter flange and entirely different fittings for all the fluids. This installation would not be trivial.
Remember, the T25 on the 9000 is a smaller turbo on a bigger engine with superior engine management. A lot of the responsiveness you see in a 9kt is derived from this fact, and it doesn't translate directly to a c900. You still won't have the extra .3l of displacement to spin the thing, and you still won't have flexible ignition timing to get you going...
I'm not sure why you think the T3 is outdated - most turbos are essentially the same and have been for quite some time. The T3 is a staple of turbocharging, in use on a wide variety of engines. It's proven itself quite effectively.
You can change a dozen different measurements, each of which affects the responsiveness and ultimate performance of a turbo differently. If the stock T3 that Saab chose isn't doing what you want it to, talk to 900 Aero or Swedish Dynamics or Turbonetics and tell them what you'd like to change. I'm sure they'll be happy to throw together a T3-based, bolt-on turbo that will do it.
If you're simply looking for better response on a stock c900, you might look into the Mitsubishis from the '91-'93 900T - it's smaller and bolt-on, and may give you what you want without any fabrication necessary.
