Well, with the atmospheric you are forced to run too high a spring pressure so the valve doesn't open completely all at once. This extra spring tension is what's keeping you from stalling. The "cha cha cha" sound is the air trying to excape but without enough force to push the valve open. If you ran high enough boost to open the valve completely, the car would stall.
Performance wise, however, you are killing your spool up time because the air is slowing your turbo down because it can't exit all at once out of the valve. The Woosh is cool if you do it right, but setting up this was is robbing you of performance.
