The turbocharger is a common culprit to oil bypassing but you would want to verify. You might start by pulling all 4 spark plugs and checking for oil deposits at the electrode which would indicate that your oil bypassing is being produced from the engine. If all plugs are dry, check your crankcase ventilation and make certain that you have no restrictions at crankcase "breather" (at valve cover).
The turbocharger oil seals are of piston ring type on the T3 Garrett and this could be a simple matter of replacing with new. Check the turbocharger for shaft movement (up and down as well as in-out/axial) which would indicate bearing and/or thrust. If needed, bearings, thrust assembly, etc. could be provided for overhauling this turbocharger.
360 degree oil seals are also available for these units or a complete cartridge replacement at under $400 or an upgrade is common for this assembly which typically comes as the T3/T4 hybrid.
