i'm pretty sure that is backwards. i was just working on this today (using the tial installation manual as a reference) and talked with a few others including tial tech support over the phone a while back. the top port of the tial 38mm goes to the port on the APC solenoid that is toward the passenger side, the turbo pressure line in the middle of the solenoid, and the solenoid to intake line being the port towards the driver side of the solenoid.
then the side port of the WG goes to the intake manifold before the throttle plate (up stream side of the throttle plate). i guess it can also vent to air because that's how i had mine initially setup and it worked fine, i could hear it pretty well also compared to the stock WG setup.
