Everything you do at low rpms will effect what happens at the end of the revs...
A given turbos effiency at a particular boost level will drop as the rpms climb. You could push less power to begin with and get a little more on the top, but in the end you will not really change the total amount of area under the curve, rather just change the shape of it.
Most saab tuners set up the staged tunes to be more responsive than stock, so that it enhances the torquey nature of the factory set-up.
