Not sure you're going to want to run past 10-11 without different fueling than you can get from a Turbo ECU + boost control of an APC.
To run stock boost:
Yes, take the entire APC system and install it. You do NOT need the entire wiring harness from a Turbo car -- many many people have installed APC systems in D.I.Y. turbo cars, e.g., Volvo, Alfa, Honda, etc. It's basically standalone except for a tach signal.
Because you're running EZK, you'll need an extra long bolt for the knock sensors: stack the EZK's sensor and the APC's sensor on top of each other; torque to spec (11 ft-lb).
You also want the Turbo intake cam -- it'll lower the "trapped" compression ratio because it closes later than your existing intake cam. (Exhaust cams are the same, Turbo or non-turbo.)
Run colder plugs: NGK 7s, or 8s if you can find them.
Your 91 has LH2.4.2 Jetronic, which is really similar to the Turbo's LH2.4, but not close enough when it comes to the wiring harness. To run full boost, you need to run the ECU from your 89T donor car. To do this, you'll need to install the 89's throttle body and throttle switch (2.4.2 switch won't work with 2.4), and you'll need the 89 air mass meter, too. You'll need to add the wiring for the 2.4 throttle switch, too. Check the wiring diagrams in Bentley to be certain that you don't need to change the wiring configuration in the AMM connector -- you may have to. (Caveat: my conversion was with an '86, so there may be something here I'm missing.)
Of course, you'll need the Turbo's fuel injectors; keep the existing 3 bar fuel pressure regulator.
You can also use a Turbo distributor to get more retard under boost: pull the vacuum capsule off and fix it so it does NOT advance under vacuum conditions. You do this by shimming the arm so it can't rise up. Make sure the arm can still drop down under boost. You'll then need to take the wiring from the crank-mounted sensor and tweak it so you're now getting a tach signal from the Turbo distributor (the signal is the same between dist.-mount sensor and crank-mount sensor).
Even though your donor's downpipe will bolt to your 91's existing cat, you still want to use the entire Turbo exhaust.
Run high octane fuel.
