I've never heard of intercooler temp having anything to do with the APC. The APC relies on a few simple signals from the engine to control boost in the engine based on the type of gas you're running, engine knock, things like that.
There are one or two aftermarket "red" boxes out there, and there are ways to tweak the box yourself if you are so inclined. I had help from a friend (with much better circuit board knowledge and soldering skill than myself) help me out to tweak my box on my 85. Before the pots had just been turned and it would boost way to the end of the red, hold for a couple seconds, then drop right back to stock. NOW with some resistors and what not in place the boost holds all the way at the end of the red pretty much until I lift my right foot. If you tweak the box yourself you can easily tune it from mild to wild. If only a few extra ponies is all you want, then that's easy, if you wanna go crazy you can do that too. I would recommend saving the 250 bucks or so and tuning yourself. You could even just buy a spare APC box, tweak that, then if you ever were to sell the car you could just drop the stock box back in.
