Yes - I have read a few times that the GT3071 with 0.64AR might spool 'better' than a comparable GT2871R. Got to be careful which GT2871 for the comparison though as it may be one running a big compressor and therefore potentially more laggy.
On paper this theory doesnt seem to work (GT3071 spooling quicker) but I can believe that in real driving this might be the case with the better breathing turbine of the GT3071.
Had been looking at the GT28RS so to jump all the way to the smallest of the GT3071 makes me a bit nervous.
I think I need to split compressor and turbine options. - Plan the compressor I need for the power (400bhp) and then find a turbine with the best balance for spool rpm/lag and flow to get me there. There seem to be endless theories on this but until you try it on the road it's hard to plan it all on paper.
OR find someone with a proven spec and use that for inspriration :)
