I tried to post this before but it didn't show up. The short story is that there is definitely something limiting the engine. There wasn't any knocking occuring, but I was seeing the rpm's and boost dropping out. I retarded the timing as Gary mentioned and did get higher boost levels. That apparently wasn't the limiting factor. I couldn't get the car to go faster than about 122mph. At that point, at full throttle, the rpms were running around 5000-5500 and the boost level was about 10psi. The boost was intermittently dropping back to about 7psi and the rpms were going back and forth between 5000 and 5500. Perhaps the rev limiter was kicking in, but something was definitely not allowing the car to maintain power. The water injection didn't seem to help much.

BTW, here are the run times at 1 mile out at Bonneville:

Day 1
98.34453 - 100mph calibration run, 20 deg
117.70245 - water injection, 20 deg
122.09515 - water injection, 20 deg

Day 2
121.08492 - no water injection, 15 deg
100.1558 - 100mph calibration run, 15 deg
116.21901 - no water injection, 15 deg
119.35548 - no water injection, 15 deg
115.78988 - water injection, 15 deg
